This webpage contains information about the Best Practice Manual (BPM) document that was composed by the S-FIVE Project Team.

Update June 2018:
An updated version of the draft S-FIVE BPM has currently (June 2018) been submitted to the ENFSI Board for acceptance as a formal ENFSI BPM
The BPM-Supplement will receive a thorough update discussion during the ENFSI DIWG meeting in Bled, Sept. 2018.
This page will receive a major update as soon as the ENFSI Board decision becomes available.

BPM: goals, history and future work

The goal of the S-FIVE BPM was and is to compose a draft BPM document based on the ENFSI QCC BPM Template document (see below).

The BPM document is now submitted to the ENFSI Digital Imaging Working group (DIWG) and Quality and Competence Committee (QCC).


After an initial review by both DIWG, QCC and any other interested party was solicited (Oct.-Nov. 2015), the first draft document was updated further by the SFIVE Project Team and the DIWG (step 1).

The final draft document (see below) was then handed over to DIWG (step 2) on Dec. 8, 2015.

The document will be processed further and afterwards finally and formally voted on by the DIWG (step 3).

The document will then be submitted to ENFSI QCC for further processing and, if possible, nomination for becoming an official ENFSI document.


As indicated below,

  • the BPM document is now believed to be fairly stable and ready for further processing (step 3).
  • the BPM Supplement (BPM-S) will most likely require further and more continuous updating in the future.


The final draft BPM (BPM)

The final draft BPM document has been made available on Dec. 8, 2015:   DRAFT_BPM_FIVE_20151208

This document has been handed over to the DIWG, effectively completing and closing the Project's BPM Work Package.


The BPM Supplement (BPM-S)

The formal draft BPM document (see above) had an important appendix that has now become a separate document called the "BPM Supplement".

The aim of this document is to fill the gap between the high level, often rather abstract rules of a BPM formulated according to the guidelines of the ENFSI Quality and Competence Committee (QCC), and the much more detailed considerations needed to write SOPs (Standard Operating Procedures) for units performing FIVE.

In other words this supplement will contain details on various technical and practical considerations that require attention when FIVE actions are condensed into real-life SOPs and actually performed; e.g., when using a region of interest or FIVE operations near the border of an image one should make sure to check if no "boundary effects" occur (the algorithm may "make up" pixel data if it is not actually available), some letters on a license plate may be more easily confused than others (e.g., is it a capital letter B or the number 8?) and thus correctness of parameter settings should be questioned if (only) that symbol B/8 would be used to determine the optimal value, de-interlacing should often be a first step in video processing (if not it may have an important impact on subsequent filters, motion estimation), etc.


The first draft BPM Supplement document (BPM-S) has been made available on Dec. 8, 2015:   DRAFT_BPM_FIVE_Supplement_20151208

(Some of the 11 discussion comments present in the current document may not always be fully displayed by default using older versions of MS Word; they should display properly using MS Word 2010.).

Due to the highly technical and detailed content of this document, as well as the clear need for more continuous future updating, the S-FIVE Project Team decided early on that this document would fall outside of the (BPM) scope of the Project.

At the DIWG2015 meeting, the DIWG agreed that the BPM-S document would be handed over to her, and also accepted the responsibility for further development and updating of the BPM-S.


(How to provide) BPM(-S) feedback

The Project Team would like to invite anyone interested to do so, to review the draft BPM and especially also the BPM-S documents that are available above.

Before submitting feedback please make sure you first have a look at the   QCC BPM Template document;   please do not copy or save, nor redistribute this document at this time: QCC permission and/or publication of official/newer version is pending... (09/10/2015).
It is important to understand that the Project Team made a significant effort to try to respect the structure put forward by the template. Nevertheless, this structure could still be subject to further changes because discussion with the QCC about the (mandatory or flexible?) compliance of a draft BPM with respect to the template has not been fully resolved.

When submitting feedback, please use "Track changes" and/or clearly indicate both the current text and the new text that you would propose, or, the current text and the comments you may have.

Both the BPM and the BPM-S document indicate line numbers which may be convenient for discussing the exact position of some possible issues or comments you may have.
